The drug has been of great benefit to health. It can happen only if the drug is safe, efficacious, quality and used correctly. However, today there are some people who abuse drugs by side effects. One example is the abuse of prescription drugs containing the hormone prostagladin as media abortion. While in Indonesia, abortion is illegal. Thus the need for identification of how policies and systems supervision carried out by BPOM and the Department of Health as a stakeholder in charge of the drug in monitoring the drugs in general and drugs containing the hormone prostagladin in particular to determine whether there is a space that allows the abuse of drugs, especially as illegal abortions media in Yogyakarta. The aim of this study was to analyze about the gap or gaps of government policies that allow for space that can be abused by people related to trafficking and abuse of prescription drugs containing the hormone prostagladin as a medium of illegal abortions, especially in Yogyakarta. This study uses qualitative data collection techniques using interviews and observation. The results showed that there is a gap or gaps that allow the public to access and misuse hard drugs that contain hormones prostagaldin that because of differences in the interpretation of Act No. 419 of 1949 on Ordonasi Drug Hard and lack of supervision methods medication online effective where the technology era like today the sale of drugs by online pharmacies prevalent method used. Thus the advice on these issues are : (1) The government should revise the laws that already more than 50 years are not revised, such as Act No. 419 of 1949 on Hard Drugs Ordonasi because it was not appropriate to the situation and current conditions. (2) Keep in cooperation with the Ministry of Communications and Information Technology to monitor the illegal sites such as sites that sell the abortion drug. (3) Pharmacists and Physicians should provide communications, information and education (IEC) to the public about the efficacy, dosage, side effects that may arise as well as the dangers of drug abuse to society.
