Health is one of the most important factors toward living a prosperous life. Costly expenses usually hinder the people’s ability to have access for health care. Moreover, there are so many type of illness which could struck by and the medical cost for treatment is always hard to predict. The state’s role is of great important to protects the economy by ensuring people could get the access to health care. The Health Care and Social Security Agency (BPJS Kesehatan) is a state agency established since January 2014 which task is to manage the national health insurance. There are the needs to evaluate how far the agency is implementing its task and reaching for the objective. The national health insurance system consists of three following sections: membership, service, and payment. Each of the three is related and integrated to achieve the objective of ensuring the people’s right of access for the health care. This evaluation is formative in the way it assess the steps already implemented, and finding out the shortcomings of the process. The findings could be of use to improve the sustainability of the national health insurance program. Keywords: Evaluation, membership, service, payment.
