Kemitraan antara Pemerintah Provinsi Yogyakarta dengan LSM Kebaya Sebagai Civil Society Terkait Pemerataan Jaminan Kesehatan pada Waria Pendatang di Yogyakarta

In order to equalize healthy insurance towards marginal group like transgender, Yogyakarta government including Dinas Sosial, Dinas Kesehatan, Bapel Jamkesos (Balai penyelenggara Jaminan Kesehatan Sosial) can not work independently. Yogyakarta government needs a partner which is know more about real and factual condition. One of organisation which had a collaboration with Yogyakarta government regarding this issue is LSM Kebaya (Keluarga Besar Waria Yogyakarta). This partnership formed in 2007. Before this partnership established, transgender that came from outside Yogyakarta hardly pay the hospital administration, but not no more, because the government guarantee all their expenses. Healthy assurance for transgender became more accesible, and information well-transferred towards them. Because of that, this research aimed to knowing how the partnership formed until the equalization of healthy assurance for transgender process being reached. This research will formed into qualitative with case-based approach. This research’s locus are LSM Kebaya, Yogyakarta Province Government ( Dinas Sosial, Dinas Kesehatan, and Bapel Jamkesos). The source of this papers are primary and secondary data. The accumulation technique used are interview as a main substance, and documentation and observation as supportive substance. The result of this research shows that the partnerhip run well. The good result recognized from the success of the value of partnership implementation that are equality, openess, and mutual, and fundamental partnership value is wellstructured of position, tasks, and function of each. Beside of that, the success implementation of this partnership also showed that LSM Kebaya play its role well in advocating as a bridge between the transgender community and the government.
