The establishment of power stations steam (PLTU) Sumber Segara Primadaya (S2P) Cilacap as one vital object that supplies electricity for the general public, has led to the conflict environment as a consequence of the existence of an industry. This essay will try to explore in depth on the dynamics of conflicts that have occurred, as stage in achieving a form of conflict resolution. Conflict environment as presented Usman (2004) continue to happen in the middle in expanding the coverage of industry by PLTU S2P Cilacap. The implications of this have an impact on the existence of Perumahan Griya Kencana Permai (GKP) is located beside of PLTU S2P Cilacap. They had to bear suffered prolonged because dealing with pollution every day. It peak’s, they decided move house to another are safe, comfortable and free from pollution. As an auxiliary apparatus recitation against the situation of conflict, This paper uses the two concept about mapping of conflict and resolution conflict. First, analogy conflict of onions model (Fisher, 2000) used to explore the position, interest and need of social object this conflict, as well as conflict parties. Second, resolution conflict model (Wehr, 1979), used to identify a way to get out problems over conflicts that have occurred. Meanwhile, qualitative research approach used to describe and understand the phenomenon in greater depth and comprehensive. Karangkandri as the area of industry, especially the Perumahan GKP these will be the focus of research and limit to search for data. Finally, identification on shape and stages of conflict resolution obtained after through long researched process. Various efforts have applied by PLTU S2P Cilacap, including assigning compensation to citizens. But this effort is not the path considering out the problems until now the conflict continue to happen. Conflict resolution system this is expected as a way to a row of the problem so far.
