A policy can not be implemented if it has not lowered into programs to get to the target group. The success of a policy starts from the success of translating policies into programs. Because people tend to not care about the process of agenda setting, formulation, decision-making in which the degree of public participation in this process is low. While the degree of participation in the implementation process tends to be greater where people want the benefits of a program. Thus, when people do not feel the benefits of the policy, or even harmed, then the public will immediately take the policy decision failed even though the process has previously undergone the procedure well. This article will further discuss the implementation process Posdaya (Pos Pemberdayaan Keluarga) in Dusun Serut and Dusun Peni Palbapang Bantul . Posdaya is a derivative of the Poverty Alleviation Policy in Bantul. Posdaya prepared to revive the social value of community participatory, self-contained and solid. Substantially, Posdaya implemented appropriate culture conditions and the potential of the local village. So that in its implementation, Posdaya activities vary according to their individual potential, but remained the same in terms of goals. Then the problem is why it can occur for different degrees of successful Posdaya seen whether there is an impact on society and public acceptance of Posdaya . Therefore, this study takes the research unit in Posdaya Edelwys and Posdaya Menur. Both have different degrees of success. Using Grindle theories about content and context, the authors explain the reason for the differing degrees of success. In the study it was found that the content and context factors affect each other in the implementation of Posdaya. Primarily the most influential factor is the village chief strategy as the spearhead implementation Posdaya in local levels. Village chief strategy will affect Posdaya activities to be carried out and how the public participation in the program. Because actually people always want the benefits of the program. If the program can not provide factual benefits to society then they will tend to be apathetic. Whereas if the benefits can be felt directly by the public response of high power and tend to be participatory in its implementation. Keywords: Implementation, Content, Conteks, Posdaya
