Pemanfaatan Modal Sosial Pada Program Pengelolaan Sampah Mandiri Dusun Serut

In the province of Yogyakarta, the local government have ―Tempat Pembuangan Akhir‖ (TPA) Piyungan which functioned as an area for containing waste from three region, that are Yogyakarta, Sleman, dan Bantul (Kartamantul). Now the life of TPA Piyungan is threatened because the TPA Piyungan almost fully loaded by a large number of waste . As the substitute area has not founded, it is necessary for taking action to extend TPA Piyungan life. Even small amount of participation really useful for government to achieve that goal. There is a solution that people do to reduce waste production. The concept of waste management community based with 3R (reduce, reuse, recycle) is an useful idea to hold the production of waste. The research wants to see about the participation by the community to support the government in the way of reducing waste production from the source. Serut village that is located in Bantul Yogyakarta becomes the object of this research that the writer choose to study this phenomenon. In this research, the writer is trying to search the forms of participation by Serut village people in waste management activity that they do. The participation analyzed with social capital concept as the way to see the value and mechanism of social network that used by Serut village people. Moreover, the role of the other actor that are supporting the social capital in Serut village will be discussed. The discussion about the role of the other actor is based on concept of agent as we can see in structuration theory. This research find that the social capital which Serut village people use is a structure that exist from a long time ago, and it is only need to be directed for importance of waste management program. That directing process is the role that the agent take. In addition, the agent participate in strengthening social capital implementation through several forms of supporting act. The connection between social capital and agent is very close, so it is possible to say that waste management program will be hard to develop if one of them does not work.
