Street children data collection is one of the most important part of street children policy making and implementation. Data regarding street children’s total number, distribution, and traits play an essential role in the effort to reduce street children. In fact, more attention is given to the on-site implementation of policy and program regarding street children, and less directed to the data in which it based on. On the other hand, public has limited knowledge in regards to street children data collecting process. People, especially those come from the academic field, has been quoting street children data in their works without necessarily finding out how the data was collected. The main question of this research is to find out how the process of street children data collection is conducted in Yogyakarta. The method used for this research is qualitative research. This research collected data through observations, interviews, and documentation study. The concept of Data Management, Evidence-based Policy, and Niklas Luhmann’s System Theory were used to analyze research findings. The research took place in organisations which took part in the data collecting activity of street children; namely Dinsosnakertrans Yogyakarta, IPSM Yogyakarta, BPS Yogyakarta, and Anak Mandiri shelter as the representative of the city’s children-focused organisations. The data collecting system is the analysis units of the research. Three points were derived as the result of the research. First, the data collecting process of street children was run by more than one actor which came from various sectors. The government organisations are BPS, Dinsosnakertrans, Dintab and Sakti Peksos; while the civil society-based organisations are IPSM and shelters. Second, the involvement of various organisations with their respective goals and functions resulted in the formation of two different type of street children data; the PMKS data and the outreach data. Furthemore, the street children outreach data is later divided into two type of data; outreach by Dinsosnakertrans (in cooperation with IPSM and Dintib) and the outreach data by the shelters. Among them, PMKS data has the best data management. Third, the emergence of three types of street children data in Yogyakarta formed three different systems. The three types of system each work separately and use their source of data by themselves. The simplest system is the outreach data collecting conducted by Yogyakarta’s shelters.
