Evaluasi Efektivitas Kebijakan Low Cost Green Car

A policy made by the government must have a goal to fixing or produce a value for the community. The value of such a policy could be achieved if the level of effectiveness of the policy itself is high. Low or high rate of effectiveness of the policy is seen from the number of policy objectives are achieved, the more objectives of this policy is reached, the higher the level of effectiveness of the policy where if the level of effectiveness of a policy is high, the more benefits are enjoyed by the people. The amount of the global automotive market makes many countries are tempted to take advantage of opportunities in this sector by developing industry domestic automotive industry in order to attract to become a production base by investors, competition in the automotive industry sector between countries becomes very tight, which requires a lot of countries that play the brain , so that investors are interested in building a factory in the country. The Government of Indonesia at this moment has issued a policy to support the growth of the automotive industry in the country to be more competitive and compete with other countries with a policy Low Cost Green Car. This policy promises increase the amount of investment in the sector of the automotive industry in the form of increased production capacity for domestic and export markets, increasing the number of manufacturing industries, increase employment and develop research and technology the automotive industry in Indonesia. In this study, the authors used evaluation criteria outlined previously by William N. Dunn as the basic theory, which according Dunn a policy evaluation should have 6 criteria: effectiveness, efficiency, adequacy, grading, responsiveness, and accuracy. In this study, the authors take the criteria studied were kiteria the effectiveness of the policy. Evaluation of the effectiveness of this policy can be measured by using the theory proposed by Duncan that can be tested by looking at achievement of objectives, integration and adaptation of the policy itself. This LCGC policy when seen with the three indicators proposed by Duncan has not reached the level of its effectiveness. The small number of export vehicles LCGC policy outcomes compared with other vehicles that have been produced in Indonesia is a major reason why this policy is not effective, as exports of vehicles LCGC is the main purpose of the establishment of this policy. The results of this research can be concluded that the effectiveness of the policy Low Cost Green Car is low. Data shows that the policy LCGC not leave a significant impact on the increase in domestic production as well as in increasing the number of export vehicles in the country, so did the next goal is to develop research and technology in Indonesia this policy does not provide a meaningful contribution to this goal. Although this policy is to increase the number of jobs and increase the number of large investment but when compared to other countries that issued a similar policy, employment and inveestasinya still small so this policy effectiveness is still small value.
