People with blindness is part of the components of society that still have the potential to be developed.People with blindness as human beings who have limited visual have lacks large in receipt of information, because some information have been received from the sense of vision.But as human beings, people with blindness certainly had needs that indistinguishable, so it why people did activities. Visual problems in people with blindness causing the limited activity for them, not only inability in see but also because the attitude of society still feel people with blindness as disgrace people and they underestimated the blindness in the social of life. Panti Sosial Bina Netra (PSBN) Wyata Guna Bandung is an under the jurisdiction of social ministry that received responsibility to give skill of daily living to the people with blindness so they can ready in society living. Already described in law no 4 of 1997 on disabled but the implementation is way beyond the expectation. In the act of it as that there should be the quota one percent of the total workers of people with disabilities in companies who has not been as it should be. And in Panti Sosial Bina Netra Wyata Guna Bandung it has provision skills program of people with blind disabilities to compete and get jobs. The research is the kind of descriptive research, data analysis obtained from several informants who were selected purposively and snowball sampling, use the credibility test, triangulation, confirmability, and discussion as a technique of examination the validity of the data. The research is for the difficulty of people with blindness to have jobs, there are smo many factors are culture, relations between the family members, education, neighborhood and the weak legal instruments, supervision and implementation done by the bandung government and the effectiveness of Panti Sosial Bina Netra (PSBN) Wyata Guna Bandung. The research it can be seen that Panti Sosial Bina Netra (PSBN) Wyata Guna Bandung have different ways and efforts in helping people with blindness to be independent and give motivation to compete in the face of the workforce, but still the difficulty of the government especially Bandung city government to provide job opportunities area for people with blindness.
