ABSTRACT Program Nasional Pemberdayaan Masyarakat (PNPM) Mandiri Perdesaan is a program which purpose is to increase prosperity of society in general and poor household in particular. PNPM Mandiri Perdesaan is a national program in a form of policy framework as a foundation and reference for implementing poverty countermeasure based on society empowerment. PNPM Mandiri Perdesaan is carried by providing stimulants accompaniment and fund to encourage society’s initiative and innovation in an ongoing poverty countermeasure efforts. Society empowerment is an effort to create or increase society capacity both individually and collectively in solving problems associated with an effort to increase life quality, autonomy, and prosperity. In the implementation, PNPM Mandiri Perdesaan needs a great involvement from various parties like official governments of the village, PNPM staff, and the most important is the society. The implementation of PNPM Mandiri Perdesaan in the Klopodhuwur village also needs participation from Samin society which is indigenous community in Klopodhuwur village. However, the participation of Samin society in Klopodhuwur village is rather low. Therefore, the purpose of this research is to find out the factors causing low participation of Samin society in PNPM Mandiri Perdesaan. The research was a descriptive qualitative research. Data gathering techniques that used were observation, interview, and documentation. Informants of the research consist of 20 people; 8 people Sedulur Sikep (Saminisme followers), 3 official governments of Klopodhuwur village, 2 people from Tim Pengelola Kegiatan (Activity Management Team), 3 people from Unit Pengelola Kegiatan (Activity Management Unit), 2 people of district facilitators, and 2 people from non Samin society. In-depth interview was done to get clear and complete information in accordance with the research theme and informants selection technique using purposive sampling technique. The research result shows that overall Samin society participation in the PNPM Mandiri Perdesaan project is rather low. It is caused by some factors, that is the society did not get enough information because the official governments of the village did not distribute the information about PNPM Mandiri Perdesaan to Samin society. Besides, Samin society is apathetic, this is one of the characteristic of indigenous community where they show no interest in the government system because there is a presumption from them whether Samin society involves or not in a particular activity, it will not give them an advantage. This make Samin society chooses to do their daily activities like working in the fields, herding livestock, do the housework, etc. Another factor which is affecting low participation is the discrimination from the official governments of Klopodhuwur village toward Samin society. The government tends to give priority to non Samin society. Besides, Samin society still has the paradigm that empowerment process is a government’s job, so the citizen does not necessarily participate in the implementation.
