Abstract The case of the privat control to water resources in the area around Sigedhang Polanharjo raises concern of farmers about the difficulty of water access as a result of water quantity decrease. The difference of water quantity argued by Polanharjo farmers is considered as the result of privat control to water resources. In this study, water access refers to the driveway, the availability of quality water for agricultural activities and the availability of supported facilities from the relevant institutions (derived from the ability of farmers to build a network) that can be utilized to achieve the farmer‟s benefit. The study conducted to probe how exactly the position of the privat control to water resources towards farmers water access. Case study method was selected to show the uniqueness of the case. Data were collected through interviews to the relevant parties. It is supported with secondary and literature data. There are some areas in Polanharjo already having potential difficulties of water access since the prior of the privat control to water resources. The result of the privat control to water resources towards farmers water access study is that the privat control towards water resources is not involved in water quantity decrease and it does not affect the quality of water irrigation. The second is the privat control to water resources actually contribute in strengthening farmers' water access and minimize differences in water access by completing the roles of government and the community through rehabilitation of irrigation channels.
