South Korea had a long history of state involvement in the process of state development through its policies focused on the economic growth under authoritarian regime. However, its very success of industrialization strengthened various class force, such as labor and chaebol, whose demands undermined the autonomy of the state. More importantly, since democratization in 1987 and strategy of market liberalization was introduced in the 1990s, state involvement to intervene the economic development had been decreasing. Thus, that condition then affected the implementation of developmental state during Kim Young Sam period, specifically in term of the role of state and its policy that was significantly different from developmental state model during the early industrialization period.
