Abstract Maguwoharjo Stadium is a facility owned by the Regional Government of Sleman. The purpose of the Maguwoharjo Stadium is to increase the revenue (PAD) of Sleman. But in reality, the available space in Maguwoharjo Stadium is still restricted to be used for business activities. Moreover, Maguwoharjo Stadium seems to be abandoned. The problem formulation used in this research is how is the ability of the Maguwoharjo Stadium organizer in managing Maguwoharjo Stadium? The purpose of this research is to describe the ability of the organizer in managing Stadium Maguwoharjo. To determine the ability of the Maguwoharjo Stadium organizer, the theoretical framework used is a procedural theory, capacity, and output in the What Is Governance by Francis Fukuyama. The method used is a qualitative research method that the researcher counts on primary data and secondary data. In addition, the researcher also made observations in conducting this research. The result of this study is that Maguwoharjo Stadium organizer has a poor ability in managing Maguwoharjo Stadium. This is due to the improper procedural related to the rules of the underlying performance of the Maguwoharjo Stadium organizer. The procedural level which does not comply with the rules are known from four (4) criteria chosen such as: First, the absence of functional groups which is not in accordance with the hierarchy levels contained in the underlying rules. Second, it creates no difference between the level of position. Third, the lack of separation between ownership and management. Fourth, bureaucrats are not bound by the strict discipline and control. Those procedures affect the capacity of the Maguwoharjo Stadium organizer. At the level of capacity, it is seen that Maguwoharjo Stadium organizer has a level of professionalism which is not good enough, especially related to the tenant as well as in building a comfort in stadium Maguwoharjo. In addition, Maguwoharjo Stadium organizer is hampered by their status or their underlying nature so that Maguwoharjo Stadium organizer does not have the ability to extract the taxes. As the result, the output which is meant to be the good influence for Maguwoharjo Stadium organizer gets constraints. The constraints are believed to come from outside of the Maguwoharjo Stadium community, such as trading tools for supporter and community around the stadium Maguwoharjo. The lack of Maguwoharjo Stadium organizer in obeying the rules which underlie their performance becomes the original cause of Maguwoharjo Stadium organizer’s unfavorable ability.
