Abstract It is widely known that environmental issues and global climate change are becoming prominent issues in the international politics since The UN Conference On Human Environment in Stockholm, Sweden, in 1972. Responding to the problem of global climate change many leaders believe that it is necessary to tackle this problem by creating various international environmental regimes. Since that time, many countries cooperate with other countries to form international environmental regime that led by the state. In 2006, there is a new form of regime, cities around the world formed a transnational cooperation between cities named C40 Cities Climate Leadership Group. C40 is an organization that consists of global megacities which has an agenda to address global climate change problem. Commencing 10 years of the establishment of C40 Cities, they continue to grow and provide a variety of real programs for the improvement of the global environment and makes every effort that can not be done by the state. City or subnational actor was only seen as an object of international politics. If we see now, cities began to transform into one of the most important actors in international politics. global climate change. In addition, the authors also will try to analyze what factors that make cities as an entity under the state actively involved on the issue of climate change and what factors encourage the city to participate in the issues.
