2015 | Skripsi | Ilmu Hubungan InternasionalAbstract North Korea's nuclear program is a serious problem that occurs in East Asia since North Korea has announced several times to the public their nuclear missile tests. It is not only raising tensions between North Korea and South Korea but also with the other countries neighboring directly with North Korea. These concerns then lead to the establishment of a forum for discussion and negotiation referred as the Six-Party Talks consisting of China, Japan, North Korea, South Korea, Russia, and the United States (US) on August 27, 2003 for the purpose of dismantling North Korea’s nuclear program. The United States (U.S.) involvement in the Six Party Talks is related to the failure of the Agreed Framework in 1994 and the released of North Korea from the Non-Proliferation Treaty (NPT) on 10 January 2003. Thus, the United States tried to find another way to bring North Korea in the negotiation table for the sake of realizing the denuclearization of North Korea's nuclear purposes. U.S. involvement in the Six Party Talks has lasted nearly 11 years. Two periods of the government during the administration of President George W. Bush and President Barrack Obama bring its own dynamics for the development of the Six Party Talks. Various initiatives were made by the United States within the framework of the Six Party Talks in order to pursue North Korea to stay still on the negotiation with hope that North Korea will abandon its nuclear weapons efforts in return for aid. The process of Six Party Talks in its initial was full of dynamics. Six Party Talks has reached several agreements in the period of time, but the talk was forced to stop temporarily in 2009. Regarding this decision on behalf of North Korea, it will be interesting to see how the U.S. diplomacy against North Korea in this particular nuclear issue. Many agree that the United States and North Korea is basically two key actors who will determine succeed or not the course of the Six Party Talks. With those being said, this paper will discuss the dynamic of the U.S. strategy in the Six Party Talks under both of the administration of President George W. Bush and President Barack Obama. Is there any continuity and change between their foreign policy under Six Party Talks? In further, the discussion will look at how that U.S. strategy in the Six Party Talks contributing to achieve the goal of denuclearization of Six Party Talks, which is the talks still currently ongoing until now.
