ABSTRACT A conflict which is started on February 2011 in Benghazi was the beginning of chaos in Libya. Along with the conflict escalation, the use of force is became more repressive and massive. It brought to the human right violation in Libya. The violation of human right in Libya is addressed to Gaddafi’s government by international regimes. The issue of human rights violation is labeled to be security issues in Libya. Human right is supposed to be political issues, but in Libya it became security issue because it was an existential threat. As an existential threat, human right issue in Libya needs urgent response. In this case, humanitarian intervention was settled in Libya. Humanitarian intervention is a sign of success on human rights securitization, which was being addressed by the United Nations Security Council, as a responsibility to protect towards conflicts in Libya.
