ABSTRACT EFFECTIVENESS OF THE ENVIRONMENTAL EMPOWERMENT PROGRAM BASED HOUSEHOLD WASTE MANAGEMENT TO ACTUALIZING COMMUNITY INDEPENDENCE (Study of The Partnership Program PT TIV Aqua Klaten with NGO Lestari in Program Community Empowerment in the Village of Polan, District Polanharjo, Klaten Regency, Central Java) Sri Tanjung Subroto Evaluation effectiveness of the NGO program is one way to assess the success of the program being run. The program is run based on an attempt to independence of the community in meeting its needs. Evaluation objectives is waste management based prokasih households conducted by the NGO Lestari patterns of partnership with PT TIV Aqua Klaten. Mentoring activities carried out by the NGO Lestari conducted with full funding from PT TIV Aqua environmental CSR programs to run. With the partnership can be seen whether the NGO’s actually run programs based on the needs of the public or the interests of the party funders. Community involvement and the impact of mentoring programs is one of the success of the program being run. In addition, the study also probe the image of success based on the ability of the NGO’s catch problems as well as provide a solution for the problem of citizens in waste management-based household prokasih. This research is a descriptive qualitative research. Qualitative descriptive method is performed to find out the component of the evaluation context, input, process, and output. In addition, qualitative methods are also used to explore how NGO’s catch the problems, deliver the bid requirements, implementing the program as well as the impact of the program from the community. This research used the informant who comes from NGO Lestari, Division Head mentorship and executing the field, Governments and society recipient Polan Village program. The study found that at this stage of the evaluation context, NGO perform the identification of problems in the field of the environment is loaded will interest party funder to immediately complete the minimal environmental issues and community involvement. Evaluation of input stage shows that NGO consistently provide appropriate identification program but is based on all environmental issues. At this stage of the evaluation process, NGOs are able to describe the activities that empower communities and overcome existing problems for meminimalisisr the failure of the program. At this stage of the evaluation of the product, the programs run has a different impact for all stakeholders because it is tailored to the purpose and motivation of the community following the program. Other impacts is onset conflict xvi management NGO Lestari with the government because of the lack of Polan Village government involvement.
