ABSTRACT The problem of housing deficit has been faced by most developing countries since the past years. Mexico, as one of developing countries, is also dealing with this problem. Most of the citizen of Mexico, specifically low-income citizens, are unable to afford an adequate house. Since 1960, the government has created a national housing policy to solve the problem. Not only the government, this problem also becomes a concern for several companies like CEMEX. In 1998, CEMEX launched its CSR program named Patrimonio Hoy which have the purpose to help the low-income citizens in achieving their dream of having wellbuilt house. This undergraduate thesis will explain the impact of this social responsibility program towards three parties: the Mexican society, CEMEX as the creator, and also the government. The impact seems to be beneficial for both society and CEMEX, but this program has the possibility to become a competitor for government’s housing policy.
