Jejaring Tukang Parkir di Kawasan Malioboro

ABSTRACT Malioboro, as one as local and international tourists destination certainly makes that area crowded. On holiday season August 2013 ago, interesting phenomenon happened in this area. It was the increased of parking fee that done by parking attendant in Malioboro area's parking lot and the increased of parking fee was not followed by change in regulations . According to Yogyakarta city regulations Number. 5 year 2012 about general service levies for parking on the public road that included in area I and area II, motorcycles have to pay Rp1.000,-. But, in fact, motorcycles parking fee increase to Rp 2.000,-. In addition, the raid by UPT Malioboro on violation of parking fee by parking attendant that not able to make parking fee back to normal made researcher see there's more information to reveal on behind this phenomenon. Moreover, the increase of parking fee happened until now in Malioboro's parking lot. From this increase of parking fee issue by parking attendant, this research intended to analyze the network parking attendant in Malioboro area. The kind of research used is qualitative research with descriptive method, where researcher describe this phenomenon of the subject of research with the condition and the state of being experienced by the subject of research with the result of the research that described through narrative described. This research is done with observation and interview to parking attendant, juragan, and the head of parking association that influenced from epoche method (reseacher interviewed informant by not using any perspective, and researcher put off all the reaction that will appear on informant answers). Class situation theory of Max Weber, the network theory of B.Wellman that supported by an example of strong and weak ties by Granovetter, and also Manuel Castell network theory regarding the role of information networks that causes occurence of a change or transformation in the social structure toward a closer sharp relationships used to analyze the network of parking attendant in Malioboro area. The research results show that the network of parking attendant in Malioboro caused by patron client relationship with juragan and parking attendant as its representation. There are 3 types of bond, they are strong ties, weak ties, and weak ties but there is a partiality. Parking attendant and UPT Malioboro are included in a strong bond (ties) that requires or need a weak bond (ties) as their connector, which are juragan and the head of parking association. But juragan also included to weak ties but there is a partiality, where this lead weak bond (ties) function as a connector (liaison) between two strong bond are not running, so both of strong bond are more isolated one to another and not interact well enough. In addition to that, patront client relationship that done by juragan and parking attendant also caused the increased of parking fee issue in Malioboro area happened. The reason why both of them agreed to increase the parking fee is to reduce the risk of inability to replace the loss that occurs if there happen lost and also as cost of keeping helm and other goods. But certainly the reason behind this is because both of them gain advantage from the rise of their income that happened because the increase of parking fee through agreement of exchange patron client relationship. Researcher can explain that in the end that determined parking fee in Malioboro area, especially in front of Malioboro Mall and Beringharjo market are parking attendant and juragan.
