Abstract Implementation of village election (Pilkades) has often expressed by the state is democratic, but in fact not at all. Implementation of Simpar village election in 2013 is evidence that the actual village election is not run democratically. Inside are nondemocratic political behavior performed by actors who contested or participated, from the elite level, mass, and organization. At the elite level, nondemocratic political behavior is actualized with abuse of authority and power by active village head (kepala desa), giving material rewards by village head candidate, vote-buying campaign by the candidate when the village head, and the use of coercive measures by one village head candidate. At the mass level, nondemocratic political behavior actualized by helping behaviors that do nondemocratic political elite and essence smallization of village election with efforts rent seeking. While actualization nondemocratic political behavior at the organizational level is the omission and disregard for the behavior of the elite and the masses and manipulate Pilkades accountability report by the village election committee and village parliament (BPD). The presence of nondemocratic political behavior in Simpar village election 2013 can not be separated from the path dependence factor, that the events in the Simpar village elections in the past becomes the cause of their political behavior Simpar village election nondemocratic in 2013. The logical consequence of the factors that makes the behavior of nondemocratic politics in 2013 as the Simpar village election replication of the past, which means just as a repetition of nondemocratic political behavior in village elections ever before. In addition, nondemocratic political behavior in Simpar village election 2013 as a system that has a stable tendency to have undergone a change since the institutionalization of behavior characterized by long-term socialization by one actor to another actor who then make themselves believe and trust that is nondemocratic political behavior values in politics. In addition, the stability of which has been institutionalized behavior that is also supported by the failure of political modernization were indicated by the indecision in enforcing regulations of village election and did not get a good political understanding society. Finally, the stability of which has been institutionalized behavior is supported by the political interests that work from outside the arena of Simpar village election 2013 that the Members of Parliament, Batang who "vote planted" before national election 2014 took place.
