Abstract Through his policy speeh in 2002, Junichiro Koizumi stated that Japan needs to increase its industrial competitiveness through the creation, protection, and strategic utilization of intellectual properties (IP). Following this speech, the Task Force on Contents of Intellectual Property Headquarters was created. Within this task force, measures are taken to re-build and manage Japan’s nation-brand which aims to be ‘a country based on intellectual property’ (chizai-rikkoku). The purpose of this research is to examine Japan’s nation branding under the government of then prime minister Junichiro Koizumi (2002-2006). The author proposed two questions, as to why Japan chizai-rikkoku as its new competitive identity and how it has been implemented until 2006. This research will consider the influences of today’s globalized world economic competitions, Japan’s objective to be an intellectual property based nation, achievements, and challenges Japan must encounter by choosing said strategy.
