Kepatuhan Penambangterhadap Larangan Penambangan Batu Kapur di Kabupaten Gunungkidul:(Studi kasus Desa Bedoyo Kecamatan Ponjong, Kabupaten Gunungkidul)

ABSTRACT Sewu Mountains Karst areas have been banned for mining activity based on the rules of the Gunungkidul District in 2011 about Spatial Planning and Territory Gunungkidul District year 2010 to 2030, based on Ministerial Decree of ESDM in 2012 about Determination of Karst Areas Landscape (specified in Ministerial Decree in 2014 about Determination of Sewu Mountains Karst Areas). However, public and employers do not stop the limestone mining in the region including Bedoyo Village which is already they did since 1980. Consequently, karst areas in Bedoyo village is fewer and some of mined land were not reclaimed be neglected. This is dangerous, because one of the function of the karst areas is as a water catchment area so that in the presence of mining activities can create reduced water catchment areas. In this research, interviews were conducted with fifteen informants: headman of Bedoyo Village, mining entrepreneurs, Perindagkop - ESDM Department of Gunungkidul District, and society. Observation was also perfomed at the mine site and factory owned by mining entrepreneur. Found that, mining activities keep running because: (1) The socialization of the policy is still lacking; (2) there’s not any more interesting job (limited agricultural land); (3) alternative jobs offered by government failed (livestock catfish and ducks); (4) monitoring and sanctioning low in fact tend to be left (governments fear the people protested). Based on these case, suggested that the government providing and pushed over the work to the field others, such as smaal industries. The government also should do to improve coordination, both at the level of government (from provincial to village) and law enforcement, so that monitoring and enforcement of the prohibition of mining can be done well.
