Abstract This study aimed to describe the dynamics that occur in an empowerment activity which has been running for twenty years by the Community Development Bethesda to the Samaritan Community. The main study discussed in this study consisted of aspects of empowerment strategies, community participation, and usefulness of the program. Empowerment is considered as a solution of helplessness that occurs in the community, as one of them is limited in terms of access to health services. In reality many cases in terms of health that no part of our society groups who are unable to access health facilities. According to Jurgen Habermas in his critical theory, these problems including in the form of injustice since not all layers of society have equal access in terms of health care. It is pushing the initiative from CD Bethesda as an institution under the coordination Yakkum (Yayasan Kristen untuk Kesehatan Umum) or Christian Foundation for Public Health to carry out various activities aimed at improving the capacity of people in the health sector using empowerment scheme. This study focused on the Samaritan community that has been fostered by the CD Bethesda for twenty years. The research location is in the region of Yogyakarta Special Region as the home location of a scattered community members. Substantial purpose of this study was to determine the dynamics that occur in empowerment activities carried out from CD Bethesda on Samaritan community by focusing on the empowerment strategy, the role of the participation of community members, and the benefits of the program is creating self-reliance and sustainability for the Samaritan Community. This study is a qualitative research. Analysis of data obtained from several informants selected purposively. As well as the credibility of the test in the form of perseverance observation, triangulation, and references that support as a technical examination of the validity of data. The findings of this study indicate that the shape of empowerment strategy from CD Bethesda is a participatory approach and provide flexibility to the community to decide what activities to further support according to their needs and potential, although in the end the activities that are still actively running until now the only post massage and savings and loans. Based on the three categories of informants that of the CD Bethesda, Community Board Samaritan, and the Samaritan Community Members, massage postal activities and savings and loans that are considered successful enough to create independence for members of the Samaritan Community. On the other side of empowerment is still not able to run optimally because the issue of participation of the members still blocked, regeneration, and internal conflicts within the community.
