ABSTRACT In Post-reform order, the number of civil society organization (CSO) has been growing rapidly in Indonesia, which can be seen with the presence of NGOs, religious organizations, and the media that participate in development activities. This phenomenon is not only give a positive impact, but also negative impact, namely the radical-fundamentalist Islamic organizations that fight for his beliefs in any way. On 9 May 2012 there was an attack on LKiS discussion Irshad Manji, Bantul by a group Laskar Islam. Therefore, in order to oversee the completion of this case, LKiS and JPY carried out a series of advocacy done by education and persuasion strategies. Policy advocacy aimed at Sultan HB X, Polda DIY, and Yogyakarta people. The response shown by Sultan HB X in this case is in the form of Sultan’s statement. Meanwhile, Polda DIY didn’t give a serious action in this case. In addition, the media also didn’t give an equilibrate news release that cause uncertainty of Yogyakarta people, making this case lack of support from the public. Three years after the advocacy efforts undertaken by LKiS and JPY have not been sufficiently able to oversee this case to find the perpetrators behind the attack.
