One of the risks in this decision would be the possibility of Taliban re-taking over the power in Afghanistan. This surely will create problems, not only for Afghanistan itself, but also for the US as the main goal of US aggression to Afghanistan is to topple down the Taliban regime at that time. Not to mention the possibility of the instability in the newly-formed Afghanistan government, the withdraw of US‟ troops from Afghanistan is a big turning point for this country. However, if the US does not pull back its military from Afghanistan, the US will have to face financial consequences from it. The effect of the 2008 crisis is a real problem for US government, as seen on the attempt to press the expenses through Budget Control Act that has been imposed since 2001. Even more the fact that US military has lost so many lives during the mission, the plan to prolong the mission in Afghanistan is surely a difficult choice for Obama. This condition portrays the dilemma of the US in this decision making process. In this case, the US has decided to pull back its military forces from Afghanistan not only to decrease military expenses from the mission, but also to redefine War on Terrorism on behalf of Obama. The withdraw of the troops from Afghanistan is also the way of US government to accommodate its conflict with Taliban whereas it withdraws its military from Afghanistan while supporting Afghanistan government through aids and assistance.
