ABSTRACT Venezuela has wide land for agriculture, and should have been able to create a good food sovereignty system and minimize the large number of food import. The wrong system which came from the colonials, latifundios, provided Venezuelan a very small chance to develop their ability upon agriculture matters. Oil Boom 1970 brought another negative impact for agriculture sector in Venezuela since it destroyed the structure of the people in rural areas. Many were moving to the center of oil industry and left their origins for good, and left the should-beproductive land remained untouched. Chavez was rising in 1998 ad brought his Agriculture Reform through “Bolivarian Mission”, aimed to fix the agriculture system. The changes that Chavez made through his reform has a very wide scope, as we can see it through the change in the Venezuelan Constitution 1999, which conducted after he was elected as a president in 1998. However, his action is also can be considered as a controversy, and there is an assumption said that he has another political agenda as a president behind all his reform.
