Pengaruh Kebijakan Energy Security terhadap Keinginan Cina untuk Menjadi Responsible Great Power

ABSTRACT Energy security is an issue that received greater attention from the Chinese government in line with the country's continuous increase in energy consumption, especially the consumption of oil. Moreover, after China became a net oil importer since 1993, the availability of adequate sources of energy become an absolute thing that must be pursued by the Chinese government to ensure the sustainability of economic growth. To avoid dependence on one region, China chose to diversify its sources of oil supplies from various regions. At the same time, China's rapid economic growth and expansion to various regions to look for energy resources raises concerns of many countries that China is eager to be a new world hegemony. China deny this and try to convince the international community that the rise of China is a thing not to worry about because China is a responsible great power. This thesis will discuss energy security became one of the driving factors for China to adopt a foreign policy with a character that is more open, active, and responsible in the international community during the reign of Jiang Zemin and Hu Jintao. This change is important to prove that China is willing to be a responsible great power. Energy security interests become the catalyst for China to care about other countries. Driven by energy security, China is using economic ties to make friends with many countries, and then trying to accommodate these countries, and participate more actively in multilateral organizations to promote cooperation in various fields for the continuation of a long-term and sustainable relationships. Through these efforts, China succeeded in showing the characteristics of a responsible great power that is committed to promoting the development, mutual prosperity, stability, and regional and world peace, and to implement its international obligations seriously.
