ABSTRACT The revocation of European Union Airline Ban in 2009 was a huge coup for Indonesia’s biggest airline company, Garuda Indonesia. After the implementation of European Union Airline Ban in 2007, Garuda route expansion was hampered. Garuda lost five international routes in Europe and 15 million US $ per annum operational cost. It was extremely reasonable that the revocation of European Union Ban would be Garuda Indonesia’s gateway to re-serve eropean route. However, the revocation of European Union Airline Ban did not bring any significance impact at once, considering that Garuda Indonesia was unable to re-open the Europe routes directly. It took a lengthy time for Garuda Indonesia to be able to directly served the Europe routes once again. Various obstacles and changing patterns of global competition, narrowed Garuda Indonesia’s opportunity to get back into flying across European sky. Reflecting on those obstacles on routes restoration, Garuda Indonesia at least needed a catalyst to ease its manoeuvre in reopening Europe routes. Government held a key role here, where as the patron as well as Garuda Indonesia largest shareholder, government has a strong tendency to maintain the sustainability of its domestic companies. Hence, it was important for Garuda Indonesia to obtain specific assisstance and encouragement from government as the catalyst to accelerate the process of Garuda Indonesia Europe routes restoration after the revocation of European Union Airline Ban in 2009.
