ABSTRACT Maratua has a strategic location because it is one of 92 outer islands thus a need to increase the welfare. As a small island, Maratua has the uniqueness and specificity of nature. That is the main capital in tourism development. However, Maratua has a carrying capacity of natural resources are limited. But, local communities also exploit the natural resources. Community-based ecotourism into proper tourist development model to be applied in Maratua. The purpose of this study is to formulate appropriate development strategies in the development of community-based ecotourism in Maratua. This study used a descriptive method with qualitative analysis techniques. Data were collected through observation, interviews, focus group discussions (FGD), and documentation. The data obtained will be analyzed using SWOT analysis, is a comparison between the internal and external factors in the form of a matrix EFAS and IFAS by weighting matrix resulting in a score. This weighting value obtained from the FGD. The results of the matrix EFAS / IFAS be the coordinates in a SWOT diagram. To determine the relationship and linkage of the various internal and external factors is presented in the form of a SWOT matrix. From the results of the analysis will be concluded how appropriate development strategies in the development of community-based ecotourism in Maratua. The results of this study indicate that the weighted scores for internal analysis is -0.13 and weighted scores for external analysis is 0.28. Based on this composition, then Maratua is in quadrant III in SWOT diagram. This suggests that the development of community-based ecotourism in Maratua have a situation which is not so bad because it still has a chance even though there are internal weaknesses. In this position the strategy used is turn around strategy. Alternatives are used in the development of community-based ecotourism in Maratua more strategy WO (Weakness-opportunities), namely: 1) the arrangement of regions Maratua region, 2) strengthening the capacity of communities, support facilities and public institutions. Advice can be given are: 1) the need for a competent facilitator and go straight to the intense community to facilitate the development of community-based ecotourism in Maratua; 2) the need for an integrated management between the central government and local governments to create a conducive environment and not overlapping authority.
