Abstraction Shaba Outbound tourism which located in Karanggeneng, Purwobinangun, Pakem, Sleman is a human-made tourism with focus on outbound activity by utilizing natural resources in form of rice fields in the countryside as major capital and Human Resources (HR) whom intervenes. We know that natural resources are useless without any human intervention with aim to change it to be more useful. Study on Shaba Outbound tourism also provides information covering the history of the establishment and management of Shaba Outbound Tourism. Problems taken in this study is how this tourism was begun and could last up to now. And how the management of the Shaba tourism is running and maintaining their business. This study used a qualitative approach with case study as the method of the research. With this method, the primary data obtained in form of observation, interviews. Literature is used as secondary data and intended to affirm the primary data. This research uses Structural-Functional Theory by Talcott Parson which see that there’s a system consist in the establishment of Shaba Outbound tourism in Karanggeneng villager’s life. The concept of AGIL (adaptation, goal attainment, integration, latency) is used to explain the presence of Shaba Outbound tourism in the midst of villager’s life and its relationship with the visitor of Karanggeneng’s Shaba Outbound tourism. From the research conducted, the information obtained from the history of Shaba Outbound Tourism. This is explained through three phases (phase one: Land transition, explaining the initial condition of land before the Shaba Outbound tourism establishment), (phase two: the idea of establishment, explaining where the idea of Shaba Outbound tourism came up), (phase three: once done, related to the management of Shaba Outbound tourism). On the existence and tourism management strategies of Shaba, there’s four components obtained, (1. Maintenance of Shaba tourism), (2. Tour Guide professionalism), (3. Regulation), (4. Low cost). Manager of Shaba tourism provides two innovations to captivate visitors by presenting creative appeal of games and creativity of outbound marketing by following technology update such as internet by creating a web. Thus, Shaba tourism still productive and exist as a place for Outbound.
