BSTRACT Public diplomacy is an important tools for China’s foreign policy recently. This mostly caused by the emergence of the “China threat” theory that came along with China’s rapid economic development – the West sees China as rival, and therefore, a threat. Responding to such international image, China established a principle called “Peaceful Development” in 2004 in order to show the world how China is actually ‘friendly’ and ‘responsible’. Since then, the principle has been promoted through the practice of public diplomacy. One of China’s public diplomacy is its development aid, particularly in Africa through Forum of China-Africa Cooperation (FOCAC). By establishing so-called New Strategic Partnership at FOCAC, China promotes “Peaceful Development” through its activities in the partnership which encompasses the character of common development, mutual benefit, win-win cooperation, and the creation of a harmonious world. It is done not only to gain support from Africa, but also to let the world see how China truly is.
