ABSTRACT This thesis is motivated by the problem of low absorption of Legal Aid Budget period of 2013, particularly in the region of Daerah Istimewa Yogyakarta, is amounting to 16.30%. The purpose of the study of the problem is to determine the factors that influence the absorption of Legal Aid Budget in the region of Daerah Istimewa Yogyakarta and how these factors influence. The study used qualitative research methods with the main techniques of data collection were interviews and documentation. Interviews and documentation conducted at the Kantor Wilayah Kementerian Hukum dan Hak Asasi Manusia Daerah Istimewa Yogyakarta and the Organisasi Bantuan Hukum in the region of Daerah Istimewa Yogyakarta as the implementer of the Legal Aid. The data obtained are grouped by category grouping based on the variables that affect the implementation of public policy either by Van Meter and Van Horn or by Marilee S. Grindle. From the existing data group, select 3 (three) groups of variables that have the most impact on Legal Aid Budget absorption in the region of Daerah Istimewa Yogyakarta period of 2013. The results showed that the factors that influence the absorption of Legal Aid Budget in the region of Daerah Istimewa Yogyakarta period of 2013 are: (1) Organisasi Bantuan Hukum characteristics, either related to the type of institution the Organisasi Bantuan Hukum or relating to the type of lawsuit that dealt, which is the Organisasi Bantuan Hukum that handles criminal cases be able to absorb more budget, (2) a content of policy, either related to the reporting files Legal Aid activities that are not always easy to obtain such as identity documents and poor evidence documents, or related to the resources of time is too short both for implementation and reporting activities of the Legal Aid, and (3) inter-organizational relationships, where communication is not going well, and information is often not delivered quickly and there is no proper coordination between law enforcement agencies. Those things cause only a few cases that can be handled and reported at the end of the time of filing reimbursement, which resulted is not absorbted the Legal Aid Budget.
