ABSTRACT Every person who enters a new stage of life through a marriage course will establish an organizational structure that is the smallest in the family community . Harmonious family , inwardly and outwardly happy is the dream of every family , but there is no doubt that every family is sure to face problems and difficulties that might bring disharmony in the family. Problems in the family can be caused by various factors which did little end in divorce . Divorce not only affects the husband and wife who decide to divorce , but also in children. The increasing divorce cases that occurred in the district Seyegan shows that many family problems can not be solved . This prompted the researchers to investigate further about their role in preserving the institution of marriage is BP4 Seyegan in the district . This study aims to determine the role of the state in private affairs : a case study BP4 role in conservation efforts in the District Seyegan marriage . The approach used in this research is descriptive qualitative data collection methods interviews , observation , and documentation . Data analysis techniques using descriptive analysis . From the analysis of the role of BP4 revealed that the role of mediation in order to preserve marriage in the District Seyegan done by steps include: 1) Call the disputing parties, 2) Provide advice, guidance, and direction to couples disputing about: memory reminds the past, do not underestimate the couple, attitude gracefully married couples, maintaining the benefit, the balance of rights and obligations, and the practice of religion in the household. 3) The deal deed peace for couples who make peace, but for couples who still want a divorce granted the divorce introductory letter to the Pengadilan Agama (PA). It is also known that the role of mediation BP4 in order to preserve marriage in the District Seyegan not running optimally. This is because many cases are included in the documentation BP4 Seyegan District of unresolved cases due only once BP4 consult on the matter in the District Seyegan and no continuation of the problems of the disputing parties, as well as many cases problems through the introduction of direct village judge to the Pengadilan Agama (PA) in a settlement without going through the District BP4 Seyegan. Of the few things that it is still lacking in the research above , then delivered some advice that is; 1) The need for inter- sectoral cooperation such as the village , KUA and Pengadilan Agama (PA) to make the procedure for divorce from the village had to go through in this BP4 KUA to perform the role of mediation first. 2 ) the BP4 required to act in a more active and personal approach not only the couple but also on the partner's family .
