Kapabilitas Pemerintah Kabupaten Kulon Progo dalam Mengintegrasikan Jaminan Kesehatan Daerah ke dalam BPJS Kesehatan

ABSTRACT Health insurance is a right for every citizen that guaranteed in the constitution of UUD 1945 article 28 H subsection (1). Government have a responsibility to implementing this health insurance. The legislation No. 40/2004 about National Security System is the first step of health insurance reform in Indonesia. Based on those legislation, health insurance are managed in some scheme that is Askes, Jamsostek and Jamkesmas who are aplicable nationally. In fact, all of the health isurance scheme are not able to cover all of citizen in the health insurance system. This condition triggers the local government to develop their system of health insurance independently. One of them is Kulon Progo Regency who develop a system of local health insurance called “Jamkesda” to cover their entire community who don’t have any health insurance. Implementation of Jamkesda by Kulon Progo regency being dellema when government implemented the legislation No. 24/2011 about The Organization of Social Security. The essence of the legislation is the implementation of local healt insurance (include Jamkesda in Kulon Progo) should be integrated in BPJS Kesehatan as the only institution who have authority to implementing health insurance. This research aims to know the capabilities of local government Kulon Progo in integrating their local health insurance into BPJS Kesehatan scheme. This study uses qualitative methods. Data used come from in-depth interviews with the parties related to the implementation of local health insurance and related documents. The results of this study indicate that the capabilities of local government Kulon Progo in integrating their local health insurance into BPJS Kesehatan scheme are less. The lacks of government capabilities are showed by the lack of human resources in health sector and are not distributed evenly. Local government finance also insufficient in funding all member of local health insurance into BPJS Kesehatan. In addition to these two factor, the lacks on the implementing local health insurance also incresingly affect the less of capability of local government. Invalid on membership databased of local health insurance makes the membership of health insurance being unclear. In the end, the number of participants health coverage that should be covered by the Government to be invalid. Keyword: health insurance, capability, BPJS Kesehatan, local health insurance
