ABSTRACT Pasir Karag is underdeveloped and almost isolated village. Located in remote area of Pandeglang, Banten, Pasir Karag should become Jamkesmas (Jaminan Kesehatan Masyarakat, Indonesian Government-Financed Universal Health Coverage Program for the Poor and Near-Poor) priority area . In fact, there are a lot of Pasir Karag‟s resident not listed as Jamkesmas membership yet. Based on the fact, the village government held the socialization of Jamkesmas program to provide insight to the resident. This study was conducted to determine the Pasir Karag‟s resident understanding about Jamkesmas program and membership. This study used qualitative method by using the case study approach as a research method, while data collecting is done by observation and indepth interview. Meanwhile, the informan chosen by using snowball sampling. Informants in this study include: Head of the Village, Village Secretary, Posyandu officer, and Pasir Karag‟s resident. The results showed the difference of Jamkesmas‟s understanding. It is due to the difference on the subjective review such as social-economic conditions, educational background, as well as the subjective construction of Jamkesmas. In this case, the decision making of Jamkesmas membership was assumed as a result of the understanding of resident and categorized into high understanding, medium understanding, and low understanding. In addition, the results also illustrate that the high understanding come from resident with low-incomes and low educational level. They are able to produce symmetry with objective knowledge. Meanwhile, the low understanding come from resident with adequate-incomes and higher educational level. Their negative thinking about Jamkesmas, making the poor unwilling to listed as Jamkesmas member. Keywords: Pasir Karag, Participation of Jamkesmas, Understanding of Jamkesmas.
