Abstract Various policies have been issued by the government in order to improve public services in Indonesia. Especially in the field of licensing authorities have issued a policy Implementation Services One Stop through the Minister of Home Affairs No. 24 of 2006. To follow up, Bantul Regency form Licensing Agency in 2008. In 2009 official Bantul District Licensing product licensing service called parallel. With this product licensing service is expected to be easier and faster. This study aims to determine the performance of the product licensing parallel implementation and the factors that affect the performance. In assessing the performance of a parallel system of licensing services in Bantul, this study uses indicators access and productivity. As for the factors that affect it’s implementation are communication, resources, and bureaucracy structure By using kualitaitif descriptive approach, the results of this study demonstrate the performance of a parallel licensing system in Bantul District Licensing Agency has not worked well enough. The number of entry permits it resulted in the issuance of licenses to be slower and have not been able to demonstrate a SIM Licensing licensing types in the care of licensing parallel or single license. This is due to limited resources in the field of information technology and human resource limitations of having only 36 civil servants and contract employees 7. From the aspect of communication both internally and externally is good enough. Fairly lean organizational structure also facilitates coordination so as to support the organization's performance. Based on the analyzes in the field in the performance of parallel systems to permit service in Bantul District Licensing Agency, there are factors that support and also the factors that hamper. Supporting factors are: Good communication, socialization are continuously performed, existence of SOPs, Auth existence of a clear, adequate facilities and infrastructure, and sufficient budget. While the inhibiting factors: Lack of Human Resources, yet SOP licensing parallel, and the SIM is not adequate. Key word : Pararell licensing, performance, implementation
