ABSTRACT The procurement of the roadside plants of the city of Yogyakarta is conducted by Badan Lingkungan Hidup (BLH) Kota Yogyakarta. The roadside plants were one of the many aspects of Yogyakarta’s green space that is yet achieved the desired quota of 20% of the city area. The procurement of the roadside plants by BLH Kota Yogyakarta become an interesting subject indeed to observe why the desired quota of the green spaces in Yogyakarta is yet to be achieved. This research is aimed to describe that the institutional capacity which is defined by the organizational ability of BLH Kota Yogyakarta in doing their daily tasks. On describing the institutional capacity, the writer used the five dimensions of institutional capacity concept by Grindle and Hildebrand. Those dimensions were Action Environment, Public Sector Institutional Context, Task Network, Organisation, and Human Resources. The research results shows that BLH Kota Yogyakarta’s institutional capacity is quite satisfying. This could be said by looking out to the fact that the desired output of the procurement goes according to plans. Even so, there are some things to be noted in BLH Kota Yogyakarta’s institutional capacity, like the human resources, task network, and the action environment. Those three factor hold the key of BLH Kota Yogyakarta’s performance quality. Keywords: Procurement of the Roadside Plants, BLH Kota Yogyakarta, and Institutional Capacity.
