ABSTRACT The purpose of this study is to break the conspiracy between the governor and industrialist which is caused to the poverty of the impact of mining society in Kecamatan Sekongkang, Kabupaten Sumbawa Barat. Meanwhile the poverty has becoming the classical issue in Kecamatan Sekongkang, but the poverty going worse in the middle of mining industries development. The poverty as an infliction deliberately maintained by political elite and economical elite because of some advantages due to ignorance and poverty which is inflicted to the society around the mining area. This reality gives a clear overview that actually the society around the mining area are victim behinds prosperity of some parties. The poverty issue is used by the political predator and economical predator as the instrument to enrich their selves. Research question submitted in this study is: How is the relation between the government and PT. Newmont Nusa Tenggara in effort of tackling the poverty in Kecamatan Sekongkang, Kabupaten Sumbawa Barat? This study adopts two theoretical concept: that is predatory state theory and CSR (Corporate Social Responsibility)camouflage theory as an analytical framework in this study. Predatory state theory used to reveal the conspiracy between state actors andprivate actors,the conspiracy create the mutualism symbiosis between local predator and economical predator. Consciously or not, political elites became interest corporation attendant and practiced large and dangerous corruption because destroy economical sovereignty, ecological sovereignty in fact destroy the social culture of the society around mining area which is bring them to the poverty. That’s really terrible that the power is used to exploit the land of birth. Instead of voicing people aspiration toward the policy, things happen became instrument of corporate defenders and the people as the cost. Meanwhile CSR (Corporate Social Responsibility)theory used to explain the substances of CSR implementation program by PT. Newmont Nusa Tenggara which is believed to be the solution to reducing poverty in mining area. Unfortunately the reduction of poverty will not happen because CSR practice is just camouflage and politicized by various actors to acquire personal wealth. For the corporation CSR implementation is needed to obtaining social license and maintain positive image in the eyes of the world in order to strengthen business dominations. CSR scheme be poison that impoverish society around mining area because of funding and CSR program enjoyed by undue. This research used a qualitative method, through a case study approach that puts research data collection through in depth interviews and relevant secondary data. The findings of this study stated there has been conspiracy involving all actors (headman, the sub-district, local leaders, local businessman, and local government) who collaborate together with PT. Newmont Nusa Tenggara to perform exploitation and oppression toward society around mining area in the name of profit. The economic predator use variety of way buy over all actors who are willing to appear as a protector and attendant of corporate (PT. Newmont Nusa Tenggara) interest. So it’s not surprising that corporation was even able to buy and dictate local government, village government in Kabupaten Sumbawa Barat to be willing with the interest of PT. Newmont Nusa Tenggara. The predators have eroded sense cares been blinded by short-term wealth exchanged by selling poverty as collateral. This means that the people impoverished by all predator through various aspect: politic, economic, social culture and ecology massively exploited for the prosperity of the view parties. xvii On the other sight CSR shows the ironical practice because used as cracks and tools by local government-village government for the discharge of their responsibilities in providing public services to the community. As the local government handed over all kinds of needs of public services of the society to be handle by PT. Newmont Nusa Tenggara. But we need to realize that caring is done by the company to the community is a manipulations to build positive image of the company in the eyes of the local society. In point of fact, PT.NNT never serious in a working and providing public services and even health care needs in the Kecamatan Sekongkang is still lacking and far from feasible. The low availability of public services be one of the deciding factors that make people more poor. In essence what happens is poverty by-design intentionally done by all actor who coalesced to discredit the community. Keyword: Poverty, Predatory State, CSR Camouflage
