ABSTRACT Indonesia is now implementing decentralization policy, it is applied to empower local governments and optimize the basic services to the community in the area. In accordance with the mandate of the Act No. 24 Year 2007 on Disaster Management, was in charge of local government in the implementation of disaster management in the region. However, there is an anomaly in the case of disaster. Under normal conditions, the municipality / county in advance certify Rencama Disaster Management (RPB) and then proceed to create a Regional Disaster Management Agency (BPBD). In RPB there are some basic guidelines in models or based disaster management analysis of factual conditions. While imposible that happened was in before having RPB, Bontang City Government already has a basic guide emergency response industries in December 2012. Only later in 2013 the municipal government Bontang study for Disaster Management Plan. Background of the problem, then pulled a formulation of the problem as to how the role of actors in the formulation of Disaster Management Plan in Bontang? This study is the research library (library research), the research carried out by using the literature (literature), either in the form of books, records, and reports on the results of previous studies. Then analyzed descriptively. Stakeholders (stakeholders / actors) are clearly involved in disaster management policy formulation tebagi into into two, namely the actors in the government and outside of government actors (non-state stakeholders). In conclusion, UGM became actors for consultation to provide feedback or to view and academic legitimacy in decision policy. Although the government has the power in the policy up to the program of activities, but the government is on the side of the losers. The private sector actually came out as the winner actor in disaster management policy formulation. At the end of the guidelines actually triggers Bontang city government to create a Disaster Management Plan. Keywords: stakeholder analysis, policy formulation, Disaster Management Plan.
