Agenda Human Security dalam Kebijakan Luar Negeri Jepang di Myanmar Sejak Tahun 2003

2015 | Skripsi | Ilmu Hubungan InternasionalABSTRACT This article examines Japan’s approach to human security in its foreign policy in Myanmar in 2003-2013. Japanese government have used human security as a part of its most important diplomatic instrument which is Official Development Assistance using long-term human security project and Grassroot Human Security Projects. To measure this approach, this paper use frame as a theoretical framework. First part of this article discusses the rationale behind human security approach lies on Japan’s own tradition and experience that construct its identity as democratic nation that pursue value-oriented diplomacy and a role model in economic development. Japan also positioned itself as a friend with critical engagement policy to Myanmar so that it can cooperate with Myanmar governement while asking for universal values like human security to be applied. As a frame enterpreneurs, Japanese government publicized its ODA numbers and projects thoroughly eventhough it also try to distort facts in a case regarding Thilawa Special Economic Zone. Second part of this article will regards human security as a frame in which Japanese government construct human security problem and providing solution of this problem by using ODA. In doing so, framing human security approach reveals Japanese agenda in which shows that economic consideration is still apparent in its aid policy and that human security is being used to boost Japan’s reputation in international area. The last part of this article will discuss limitation of human security frame that includes political culture in Southeast Asia, limitation of Japan’s human security concept, bilateral security relation between Japan and US, and Myanmar’s security conception.
