Peluang dan Tantangan Resolusi Konflik di Papua

ABSTRACT Vertical conflict in Papua has been existed more than fifty years, but it can’t be resolved until today. There has been no positive progress in the conflict, thus making the conflict dragged on when the demands of the Free Papua is now often heard in several regions in Indonesia and even abroad. This paper discusses the opportunities and challenges of conflict resolution in Papua. Using the conceptual framework of conflict resolution and positive peace, the authors find some opportunities and challenges in the process of conflict resolution in Papua. The authors found at least four challenges that occured in the process of coflict resolution in Papua; first, the existance of violence, both structural and direct violence in Papua; second, the unorganized Free Papua Movement which complicates the process of meeting the two parties in conflict through dialogue and negotiation; third, the failure of special autonomy resulted in inhibition of the elimination of the sources of conflict; fourth, the dialogue as conflict resolution is not easy to implement because of the lack of willingness of both parties to the conflict. On the other hand, there are at least two opportunities in the process of conflict resolution in Papua; first, the presence of a non-governmental organization that acts as a catalyst in the process of conflict resolution; second, the church's role in responding to and resolving conflicts in Papua give positive results in the process of conflict resolution. Opportunities exist is the key factor in addressing the challenges and improve the development processes of conflict resolution between the two parties to achieve a positive peace.
