ABSTRACT A secure, convenient, fast and reliable public transportation is the inevitable part of the society nowadays. The state is responsible to provide immediate response to the demand, yet the government still struggles with the problem of the authority and responsibilities which are often overlap. Consequently, the lack of capability in public transportation management is inexorable. Overlaping authorities and throwing responsibilites among the related department is a manifestation of the dilemma shown by the government. This clearly led to inconsistencies of the quality of public services, causing the society to become the victims. This study aims to find out the form of state responsibility towards public service through the conception of governance. This concept redefines the relation between the state, private sectors and society as the stakeholders of the public transport management. The concept doesreduce the function of the state, yet the main purpose of the state to provide a decent public services is undeniable.The management of Commuter Line Jabodetabek as the exemplary case is observed through literature study to portray the reality of the public transport management in Indonesia.
