ABSTRACT UU no. 40 of 2004 on National Social Security System mandates the government to implement social security policies in the national scope. One of them is the field of health insurance policy called “Jaminan Kesehatan Nasional” (JKN) held simultaneously across Indonesia on January 1, 2014 in conjunction with the implementation of the policy of “Badan Penyelenggara Jaminan Sosial (BPJS) Kesehatan” as the sole provider institution JKN policy in Indonesia. In this study, Jakarta Provincial serve as the locus of research because prior to the implementation of policies JKN, in Jakarta has implemented a variety of other policies in the field of health insurance one of which is KJS were implemented in 2013. Thus, the study tried to deepen the integration process of policy implementation KJS into JKN, where both the policy has a number of differences. This study used qualitative methods to answer research questions. While the data collection was done by interviewing the actors involved, the implementor or target. Trying to obtain information related to four areas that exist in health insurance is the coverage, service, financing and management institutions. In addition to getting information from primary sources, this research is also supported by secondary sources such as documents to be able to answer questions with a more in-depth research. Research results have shown that the integration process of policy implementation KJS and JKN in Jakarta is not running as a stand-alone single process but there are also other processes that bridge the integration process, that is the process of coordination and synchronization. So that the overall covering process Coordination, Integration and Synchronization (CIS), which is engaged in membership, service, financing and institutions implementers. In addition to the presence of the CIS process, the integration process KJS Policy Implementation and JKN are a number of factors supporting and inhibiting the process of integration. However, from the results of the research, the role of the supporting factors are more dominant than the inhibiting factor despite that, the local government or the central government still needs to take corrective measures to minimize the impact of these inhibiting factors. From the analysis of at least some of the recommendations in minimizing the impact of the implementation of the inhibiting factors that is; The Jakarta administration to re-institute the “Top Up” Policy to help fund the operations of private hospital, then do the uniformity name and also the government health insurance membership card, improve socialization that is direct, and increase budget allocations of APBD and APBN to improve the development and equitable distribution of health facilities throughout area.
