2015 | Skripsi | Ilmu Hubungan InternasionalABSTRACT India’s Negotiation Strategy Regarding Public Stockholding Issue During WTO Ninth Ministerial Conference During World Trade Organization Ninth Ministerial Conference which held in Bali at 2013, agriculture issue once again attracted the most attention. India and developing countries coalition, G-33, fought for Public Stockholding proposal which aimed to remove the domestic support‟s technical restrictions. United States and European Union had rejected this proposal since it is potentially causing trade distortion. Thirteen months of intense bargaining process has narrowed the negotiation into duration aspect of peace clause as interim solution. India was pursuing infinite duration of peace clause until permanent solution is agreed, while United States could only give four years of peace clause. This research attempted to observe India‟s strategies during the long and intense negotiations. Result of this research is the discoveries of three India‟s negotiation strategies. Coalitional game strategy has levitates India‟s demand to be adopted as G-33‟s coalition agenda, and later included as one of the deliverables. Mixed-distributive strategy has enabled India to maintain its extreme claim until the last minutes. Issue-linkage strategy has raised India‟s bargaining position by taking trade facilitation issue as its hostage. This research also finds out that in the end, India‟s bargaining position wasn‟t strong enough because of several technical obstacles. Nevertheless, India‟s negotiation strategy in The 9th WTO Ministerial Conference was a good example for developing countries, especially considering that trade negotiation still have a long way to go.
