The EU does have institutions that have power-sharing legislative, judicial, and executive, but the quality is questionable democratic. On the other hand, appears a method of making a new policy called the Open Method Coordination carrying the discourse of openness. This method is part of the project further EU integration is the integration of social systems. Through this OMC, the EU seeks to integrate various social systems that already exist in the member states, including the pension system. However, openness offered by the EU through the OMC turns ending at the same point, namely the democratic deficit. Although offered by openness, OMC - including pension policy - still falls into the question of democracy and this issue opens a new way to find an understanding of the democratic deficit in the European Union. Neoliberal economic interest is one factor that makes the democratic deficit in the European Union. Therefore, this thesis aims to explore the causes why the EU democratic deficit.
