Abstract The diffabel (different ability) life in Indonesia is still far from equality and justice, we can see that they not guaranteeing access to education , work , health services and the public accessibility that has not been able to accomplish throughout diffabel. Aware that the problem can be solved without struggle then in 2003, stand up an institution in Yogyakarta named SIGAB (Sasana Integrasi dan Advokasi Difabel) and aims to create an inclusive society. Problem formulation in this research was to see how the role of SIGAB as a civil society in creating inclusivity to a diffabel group in Yogyakarta and to see how the form of the strategy and the development of the capacity to support it. The purpose of this research is to see the movement of local civil society in this case is SIGAB, to push inclusivity diffabel group in Yogyakarta. This study using the qualitative study methods. Data sources in this research include primary and secondary data, the primary data is using an observation interview was being done to the structure of SIGAB leaders, to understand the movement and strategies , what are they doing to achieve the aim of the organization and of justice for diffabel. Secondary data obtained through the documents that contain difabel set of issues and it was obtained either from the books or the internet .The research results show that the existence of SIGAB to fight for the right of diffabel had done and still on going , this can not be separated from the development of the capacity and the strategies organization that conducted SIGAB especially to the field of policy advocacy and advocacy on court. Build a link to all the stakeholder is the vital powers advocacy activities conducted sigab. While the development of the capacity on aspects of managerial , leadership and financial managed to strengthen its existence and the survival of SIGAB organization. Keyword : NGO, SIGAB, Diffabel
