On one side, most Japanese are fully aware that globalization has made physical boundaries between sovereign nations fading, so that foreign values and cultures were opened and widely accessible. However, for others, globalization turned out to be too heavy to be forded above the ark of cultural diversity. The sentiment of “national pride” that had become a driving force behind the movement of Japanese imperialism in the past are now beginning to awaken by using the momentum of the new nationalism as a result of intensified multilateral disputes in the Asia Pacific region. Under the government of Shinzo Abe, xenophobia was being used as a mobilization platform to urge the popularity of government policies in the eyes of the people in response to the tensions in the region. By hiding behind the mask of nationalism, xenophobia is legitimized as a necessary action in the form of self-defense mechanism of the Japanese people to conform the insecurity complex that they felt after the lost decade. The existence of the phenomenon of Japanese xenophobia which was legitimized by the United Nations through “The Diene Report” in 2005 was actually deeply rooted in people’s minds. The seeds of xenophobia were sown over thousands of years along the development of the Japanese history which was rife with exclusivism. The forging of Japanese national identity through “Yamato- Damashii” which is manifested in the norm of harmony as a core aspect of Japanese civilized society ethics become a fundamental cornerstone of the construction of public discourses that justify the behavior of xenophobia. Keywords: Japan, xenophobia, constructivism, “Yamato-Damashii”, harmony, nationalism, “The Diene Report”.
