ABSTRACTION Yogyakarta is usually known as a lot of academic institution. Start from primary school, secondary school, high school and also a lot of university in the city. At university level many university in Yogyakarta have a good quality and known as one of the best in Indonesia. Quality of the university quite recognize at national and international level. That’s why many students want to coming to Yogyakarta. That condition has impact for emergence many institution who can write an illegal thesis nor data processing and thesis adviser. The student behavior who hire that is violation because that illegal. Surely, a lot of question why students hiring illegal thesis writer and didn’t write his own thesis and why student willing to pay large sums of money for they own thesis. The research examines background of why many student hiring illegal thesis writer. This research using a qualitative methods and case study approach. This research using DBO Theory Desire, Believe and Opportunity by Peter Hedstrom and Rational Choice Theory by James S. Coleman for dept analytical research. This research using depth interview to informant for data collection through direct observation and field observation. The selection of informants using the snowball methods and meet owner of illegal thesis maker as key informant. This research using 19 informants for two people as a owner of illegal thesis writer institution, three people as a thesis adviser and writer, 10 students who hire an illegal thesis writer and four as a community people. The conclusion of the research is student who hiring illegal thesis writer because of student didn’t want to work hard to write his own thesis for completing collage system. Students believe to thesis writer for writing their thesis. Students who hiring illegal thesis writer also got their opportunity using them (illegal thesis writer) because there is no punishment for students who hiring them (illegal thesis writer) by the collage nor the state. At least three factor why students using illegal thesis writer, social and economic background and academic competence. Whatever condition of the students, if there are not reluctant to write his own thesis, then illegal thesis writer always continues to demonstrate their existence.
