ABSTRACT The polemics of Benoa Bay Bali reclamation, originated from a series of Governor Bali policy for utilization of space and territorial waters of the Benoa Bay. Rejection Benoa Bay reclamation policies voiced by the people of Bali due to policy of the Governor of Bali just decided unilaterally by the authorities in the elite circle of the Bali Provincial Government. Benoa Bay reclamation policies are decided by the technocratic tend to weaken the degree of democracy. The lack of public participation in policy formulation of Benoa Bay Bali reclamation policy resulted in demorasi value conflicts. Rejection of Benoa Bay Bali reclamation from the Balinese echoed due to the lack of accommodation for the public at the time of formulation of Benoa Bay reclamation policy, whereas the increase in democracy in a country is successful due to the creation of good governance (society-government-private). Pluralist policy decision comes as a critique of technocratic policy-making, sometimes make policy only devoted to the interests of sheer tyranny. Pluralist approach offers a communicative and participatory policies in order to accommodate the public interest. The Problem of Benoa Bay Bali reclamation is not just a debate about policy technocratic vs pluralist, but the highest political interests of the elite force the Governor of Bali and tend to cover up the outbreak of Bali Benoa Bay reclamation policy. The formation of civil society in policy refusing Benoa Bay Bali reclamation, be an interesting study to measure the degree of democracy in public policy. Tug reclamation policy Benoa Bay Bali is also a struggle for "public space" because the are many interests ranging from government, private sector, political parties tend to distort the public space. This also causes changes in the meaning of public space, which is no longer space for the public to voice their bargaining position public, but the struggle for the interests of private space between the authorities and investors.
