ABSTRACT As one form of renewable energy innovation, development of PLTMH Daleman, Girikerto village, Turi district, Sleman, DI Yogyakarta is expected to increase economic growth, access, assets and capabilities of all levels of society. However, what happens in the PLTMH Daleman today is just the opposite of the expectation. Institutionalization is important in the implementation of a technology in the middle of society, because of it, the aims of this study is determine the formation process of institutionalization in development projects of Micro Hydro Electrical Energy (PLTMH) in Daleman. The preparation and implementation of this research is using qualitative method with a case study approach. A case study approach is used to view and explain the uniqueness phenomenon of the institutionalization of PLTMH Daleman. For data collecting technique is done by observation, in-depth interviews (depth interview), field documentation, literature and secondary data. Informants that involved in this study include the technology planners, society, in this case are Daleman residents who join in management of PLTMH , and society of Daleman especially residents who live around the site of PLTMH. While the analysis technique based on the analysis of case studies which compared with the context of the study area. The results of this study is shows that the development PLTMH Daleman actually divided into two periods, first period was before electrical energy from PLN reachs Daleman and the second period was after PLN up in Daleman. The purpose of technology planners built PLTMH in Daleman can‟t reach what they want with the expectation of society. Institutionalization of society who should appear as a form of strengthening for PLTMH is not able to grow and do not last long. Management group of PLTMH as the only institutionalized Daleman society which associated with PLTMH have lacked clarity of functions and duties, as a result this group just looks like as simply as "caretaker" of PLTMH Daleman. Technology planners make the targets of PLTMH Daleman are small industries in Daleman was less suitable because most of Daleman society are farmers and ranchers. To achieve the success of development, PLTMH as a form of renewable energy have to consider the socio-economic dimensions of technology that consist of unit of analysis, setting of arena and the most important of this is about social institutions. Local institutions of society which geows naturaaly and can be applied with technology will be able to sustain the program.
